Arizona Is Studying CHOICE Arrangements for Its Public Workforce.
Here Is How to Make Your Voice Heard.
Arizona is taking a close look at how it provides health coverage to its own workforce, and the people who know that system best have until November 20 to weigh in. Under HB 2693 (Laws 2026, Chapter 107), the Arizona Department of Administration (ADOA) is conducting a feasibility study on whether CHOICE Arrangements (formerly ICHRA, Individual Coverage Health Reimbursement Arrangements) could work for state employees and public school district employees. Marsh (previously Mercer) is conducting the independent study. The report of findings and recommendations is due to the Governor, the Senate President, the House Speaker, and the Health and Appropriations committee chairs by January 1, 2027.
What the study must answer
The law sets out the questions directly. The study will examine state and national data on coverage options, costs, utilization, enrollment trends, and administrative impacts. It will assess whether employees gain greater choice and flexibility, whether the state and school districts gain cost certainty, and how a CHOICE Arrangement could expand employee choice while allowing employers to set a predictable contribution and improve long-term budget stability. It will compare CHOICE Arrangements with other available coverage options on choice, affordability, flexibility, cost predictability, administrative complexity, and short- and long-term fiscal impacts. And it will identify what implementation would require, including administrative, market, statutory, budget, and regulatory changes. The law also states that the study does not require implementing a CHOICE Arrangement or replacing any existing coverage option.
Who the study must hear from
HB 2693 requires the study team to gather input from employees, insurers, benefits administrators, school districts, and consumer advocates. That means teachers and state workers who live with these benefits, district business officials who balance the budgets, brokers and carriers who see the market every day, advocates who speak for consumers, and Arizona employers already offering a CHOICE Arrangement. You do not need to answer every question. Answer what you know. Wherever you stand on CHOICE Arrangements, your perspective is part of what the study needs. A report built on real Arizona experience, from every side, is the only kind that will carry weight with the Governor and the Legislature.

About ICAA and the study
The Insurance Choice & Affordability Alliance (ICAA) is the funder of record for the Arizona study and has no role in its findings. The study is independent. ICAA's interest is simple: that the study hears from all of Arizona.
