Georgia is building the platform first and the incentive second. Georgia Access For Business (GAFB), the small-business arm of the state's health insurance exchange, lets employers fund CHOICE Arrangements (formerly Individual Coverage Health Reimbursement Arrangements, or ICHRA) through a channel that already runs on independent agents and brokers. A pending tax credit could turn that infrastructure into a real adoption engine.
