Connecticut is the first state to put all three pieces together: a state-run platform for CHOICE Arrangements (formerly Individual Coverage Health Reimbursement Arrangements, or ICHRA), a tax credit to reward small employers who adopt them, and a broker network trained to deliver them. That combination makes Connecticut the clearest proof point in the country for how a state marketplace can drive adoption.
