Monongalia County Proves CHOICE Models Work for Public Employers
Facing a projected 40% jump in group-plan costs, Monongalia County, West Virginia, held its 2027 health cost growth to 18% with CHOICE Models (formerly ICHRA, or Individual Coverage Health Reimbursement Arrangements). In year two, the county kept employees on the plans they chose and gave every employee the opportunity to meet with a personal advisor. More than half of its workforce will save money or see no change in cost. The result is more predictable costs and more control for employees, a model other public employers can follow.
