HRA Council Annual Growth Trends for ICHRA & QSEHRA Report, Volume 5

Momentum is building for ICHRA — and the 2026 numbers show it.

The HRA Council released Volume 5 of its annual Growth Trends for ICHRA & QSEHRA report, finding that more than 20,000 U.S. businesses now offer an ICHRA or QSEHRA, covering at least 500,000 employees in 2026.

Three findings worth sitting with:

→ Large employers are the fastest-growing segment, more than doubling on average since last year. That’s not a stopgap against group premium increases. That’s a deliberate choice about how to cover a workforce.

→ More than half of enrollments are employees under 45, and they’re selecting Silver and Gold plans. A younger, engaged cohort entering the individual market strengthens the risk pool for everyone in it.

→ More than two-thirds of small businesses offering ICHRA previously offered no health coverage at all. For those employees, this isn’t a switch. It’s coverage where there was none.

ICAA exists to make ICHRA known, understood, and chosen — one strong option within a broader suite of employer-sponsored solutions, and one more employers deserve to understand before they decide.
